If you're on PS3 and you're on a US Account, yes but not everything is still available.
For example, half of the apartments on the estates store are still there and everything in the FREE Item Giveaway on the navigator is still available. Prices for everything still available are unchanged.
But on the regions Europe, Japan, and Asia: All of the stores have had their items removed.
WARNING: DO NOT try to purchase any items on PC/RPCS3. They will all say "FREE," but if you add an item to your basket, it will cause RPCS3 to freeze.
